I have a 2001 ST. I purchased an inexpensive ELM 327 scanner off the internet. When plugged into the OBD2 port the scanner won't connect to the ECU. It lights up so there is power to it but no connection. Anyone have similar issues that they solved? Thanks

Took out the ICA valve and it was dirty. Ran a bench test on it and didn't see any movement in the valve and it appeared to be stuck slightly open. Put in a new ICA valve and ST has started and ran smooth ever since. So, I don't think it was a fuel pressure issue after all.
