My 2004 with disc rear brakes doesn't want to engage the e brake. I push the pedal in and there is resistance like there should be, but then I can just drive off with it pushed in and the brakes don't work. Any thoughts?

It could be two things.
There are two cables. Either one could be seized
There is also an adjustment nut for the cable. If you remove the rear rotors you will see a little nut at the bottom that you can turn to make it tighter
