common failure on all tracs..... a good pump is $200-300...... Regular shop install 2 hours..... Price around or find a buddy that is Good with working on cars..... not a back yard give me beer guy... ALSO check the wiring at the inertia switch, its known for melting ad causing this issue.

My inertia switch plug melted last summer on my 2003, spliced the wires together til I could get around to a proper repair
