A few manufacturers have been messing with this for a couple of years. It sounds like Volkswagen has gone a step further than those that I am aware of. The most common way to reduce emmissions on cold start is to retard timing and even "multispark" for a few seconds after start up. It is barely noticeable. It sounds like the 2007 law is more strict. My 2000 VW Jetta 2.0 uses the "multispark" method on startups when the temp is low enough. I have talked with several mechanics who know nothing about it, and a few that know all about it. So it can be hard to get a straight scoop. As far as the oil problem with older Jettas........I have heard the explanation of what happened, and it doesn't make much sense. It has to do with an oil control ring on the #2 cylinder, but I would think that every affected VW would go through oil like mad, and mine does not. The problem seems to be somewhat hit-and-miss. My Jetta should fall into the range when the problem existed, and I consume about 1/2 a quart between changes. It isn't a leak either, it is burning it. But at 170,000 miles, I can't complain much. I haven't had 1 problem with the car; other than it has always burnt a little oil. Good luck with the new car!
