We have a large "homeless" population here in Key West, and it grows every year- no hard freeze to thin the herd. As a member of the hospital medical staff I have to donate my time and office to see these alcoholics, who don't have to pay a dime for medical care but always have beer and cigarettes on board. I would say the root cause is a failure of responsibility- beginning, I'm sure, with their parent or parents. Infuriating....the county built a shelter for them but its nearly empty due to a no booze or drugs policy.</p></blockquote><p></p>
