He is hard to understand (for some) because he is singing in a "retard" voice. Sorry, for using that term, but without knowing the portrayed person's actual afflicition I have to revert back to the non-PC label.
Probably won't get an academy award this particular clip. As we all know from Tropic Thunder, "you never go full retard."

Still don't get it, but then again, my brand of humor has been called 'wierd', 'eclectic', and 'you call that funny'!
