OT-Question about a 2001 Toyota Camry

A buddy of mine has a 2001 Camry and he is having problems with his heating/ac system. it seems that when he turns the knobs to adjust the intensity from 1-4. The system does not seem to turn on when he has the knob set on 1,2 or 3. He needs to turn the knob all the ways to 4 in order to get the heat or a/c to turn on. He was wondeing what the problem was and what the possible sulotion is. He would like to know before he goes to the repair shop so they dont try to take him for a ride.

There is a resister block that controls the low speeds, The high is normally a relay....

Check fuses and check for the resister block. I doubt the switch is bad...
