Those would be a good place to start instead of flashing the pcm repeated times.

P0461...
"Next, the mechanic will disconnect the fuel sending unit connector and ground wire, and check that the fuel gauge moves to either full or empty with the key on. If the gauge does this, then it is not the problem, and the mechanic can move to diagnosing the rest of the system. If the gauge does not move, then the cluster will need to be replaced."

It's a 2005, no? Common issue of the cluster going crazy.

The cluster was just replaced and the fuel level stays below the E (not at the E). I disconnected the fuel pump and sending unit harness and connected a new one fuel pump and sending unit (not in the tank) and moved the float and nothing changed. Then I started down the path of finding the wiring diagram and found that the pcm sends a voltage ref signal to the fuel sending unit and discovered that while checking all the wires I had a high resistance coming from the pcm fuel ref signal wire (I think it was yellow and white ) anyway, that was what led me to trying to reset the pcm to see if maybe the pcm was sending an incorrect voltage or something.
