Tire Wear

I need a little help for friend. He has a 2004 ST w/4WD. Vehicle has 19,000 miles. He is getting wear on the front tires on the inside. It is consistent wear on both sides with no cupping. I have him doing a 6 and 9 wheel shake, but don't know the results yet. He lives on a Caribbean Island with no access to Alignment. Any ideas.

Camber kits or toe the tires in 1/4 of a turn. Toe in is what I did. Good wear and the steering returns to center sooner after corners.
