They are EGR fender flairs, I got them from EBAY a while back. I think they are hard to find now a days..

I thought you might have been inquiring about the wheel well liners at first, but thinking of ToddZ's ST, I think you're referring to the fender flares. I've had some for years that I have yet to put on--they are EGR Fender Flares and come in matte black (not glossy like ToddZ has painted his). Used to be the EGR company would auction them directly on eBay for like $105, but that was years ago.
