use test light verify....... that it is the receptacle ......check the power prior to the fuse the get acess under the dash identify the wiring for the trace it back looking for the possible of boken or frayed or other....possilble disconnect
please note that a dirty lightly rusted outlet can cause issues this can be cleand with emery cloth /or a small wire brush just remove the fuse ifwire brush is used
if you have to pull the dash apart decide if a repalce prior to reassembling dash you can pelace or even add another at tghis time :driving:
