2001 ST - ECU won't connect to ELM scanner

I have a 2001 ST. I purchased an inexpensive ELM 327 scanner off the internet. When plugged into the OBD2 port the scanner won't connect to the ECU. It lights up so there is power to it but no connection. Anyone have similar issues that they solved?

Those ELM adapters are hit or miss.
