Bill V,
I agree that some many non-conference games are cupcake teams and even some of those cupcake teams may be in their conference and not much can be done about it. But like all things in today's world team schedules are all about money.
Ohio State has played Texas for the past 4 seasons. Prior to that they had not played eachother in over 30 years...Why? Because of money Texas and Ohio State are the two wealthiest college football team in the nation. Their games draw the biggest crowds and demand the highest ticket prices. They don't play Boise State because they are afraid they may lose, the don't play Boise State because their is not enough money to made.
The big name teams want to play other big name teams because there is a lot more money to be made playing in large packed stadiums rather than smaller stadum in out of the way places like Idaho.
Boise State's winning streak is getting them a lor of respect and hopefully they will be able to schedule games with some of the perinial powerhouse teams. Right now, team scheduling is more of a matter of profitability.
