Can a Ford dealer/service person run a vin for TSB or recall ???

A friend has a mustang that the hood is showing signs of bubbling paint with no damage on top. I want to find out if there any TSB or any recalls on this.

Mustangs have an Aluminum hood and alot of them have been known to have paint pealing issues. I found this out as my daughter has a 2006 with this issue. The paint is pealing in the area just above the headlights on the front edge on both sides.
