Dripping from Cargo Tie-Downs

Last night washed my 07 ST and kept drying the drips from the cargo tie-downs on the bedside, and they keep coming back while I was working in the garage with other projects over the span of several hours. Finally I used canned air to blow any moisture from around the tie-downs and still in the morning I find water streaks from the runs that developed overnight. Every wash and rain causes this streaking, both straight down when parked and at various angles back when the airflow from driving pushes the moisture back.



What does everyone do to prevent or stop these water drips and streaks?



 
When drying, hit them with a leaf blower. This also gets the water from anywhere rubber trim meets body panels, where body panels meet, etc.
 
Just a tip... If it's not a backpack blower, don't use it.

The handheld ones blow the exhaust out of the blower duct, too.
 
I wonder if silicone sealent placed discreetly beween the bed and tie downs would work? I have thought about this, because my 07 does the same thing. Leaves hard water tracks down the sides. :(
