flag question

I am part of a fire deparment honor guard but have a question about "presenting arms" while holding a flag. I know that you simply dip all flags except the American flag when they are held in a belt holder at waist level. But, what if you are standing with the butt of the flag pole on the ground and have to go to a "present arms" position? any flag experts know?
 
All butts are raised, usually by reaching down with the right hand, raising to waist level and then dipping all except the US flag which remains upright. Order arms, dipped flags are returned to upright and then all are lowered back to the ground at the same time.

I have also see it where no flags were raised, the American flag leaned slightly and the other flags leaned out to arms length.



But Gump is correct for the formal atmosphere.
