Hose on rear axle

While cheking my hoses to the evap cannister I noticed a rubber hose coming off the rear axle that is not connected to anything. It terminates by the evap cannister but there is absolutely no place to connect it. Is this just some type of vent or pressure release?

Jim, it is only a vent. Just tie the open end up high to the frame. Give enough slack for axle movement...
