In reality, it's not letting un-metered air in, as the air has already gone through, been measured, and mixed with fuel, but I can see the part about keeping the TB clean.
 
It's recirculating air through. Air that's been through the engine, and already has been mixed with gas. That's where the sludge on the TB comes from. It's an unburned air/gas mix being put in behind the MAF. Because it's already mixed, it will not change the a/f ration of the air going in (if your currently running the propper a/f ration) so really all it does is keep the TB clean, and maybe run a little better with only cool air getting in, instead of the recirculated air.
 
Jeff, You forget as the truck ages and the PCV system weakens, it will not circulate like it should, thus causing gases and air to be pulled onto the intake from the engine and not the other way.....



Look at any older vehicle, the breather tubes are oil soaked....
