Seat Latch

I have a 2003 ST. The rear seat latch to fold the back will not release, so the seat won't fold. It is the 60 side. The latch release feels normal, and I can here the mechanism working, but I can' t fold the seat. It appears that I have to fold the seat to remove it. Has anybody run in to this? Any ideas on how to get to the release

Is there anything sitting underneath the seat which is preventing it from folding? If not, then perhaps some WD-40 in the hinges will lubricate it and allow you to fold the seat.
