Wanting to Paint

My truck is a 2003. I am interested in spray painting the gray bumpy stuff that goes around the entire bottom of the body. My side step bars are also gray. I am interested in painting them black, however, the guy at the body shop told me it is not a good idea. Has anyone done this or have a clue if this can be done.

a few people on here have painted that! you can get new black side step bars there not that expensive( i think like 90-100).
