If that is the OEM muffler it should be a stainless steel exhaust system, so then it may be normal to have a small weep hole to drain any condensation that may accumulate?
If it is an aftermarket muffler, and it is not stainless steel, it may be a weep hole or the muffler may have a rust hole in it.
In either case, I don't think a water leak from a seam in the muffler is good. Perhaps the seam did not get formed and sealed correctly. But if it is not leaking exhaust gases, and is not making any racket, it probably is not hurting anything now....but I would check it periodically just to make sure it's not getting worse.
