Most officers cannot reduce the points or the fine unless they write the ticket for a lesser speed or change the violation to a lesser charge.
If your are polite and cooperative to the officer, they will often write a lower speed on the ticket than you were actually clocked at. Occassionally, a creative officer may be able to interpret the violation to a lesser charge that has a lower fine or lower points.
Many years ago I struck a vehicle at an intersection. I and the lady I hit stated that I stopped at the stop-sign, but I think my view was blocked by a tree and when I pulled out I lightly hit her back door.
The officer said that he beleives that I stopped at the Stop-sign, but he had to give me a ticket. If he wrote the ticket as running the Stop-sign, the fine was cheaper than the fine for "Colliding with another vehilce". (I know it sounds crazy, but it's true)
I told him that I preferred to have the ticket say "Colliding" rather than running the Stop-sign even though the fine would be higher.
