IMO this needs an exception for rush hour traffic in the Sprawl. 4 lane roads here, especially with shared merge lanes like the one I believe is pictured herein don't have the luxury of having a "passing only" lane; it will take both lanes packed solid with cars to even attempt to meet the traffic flow, and if everyone stays in the rightmost travel lane when traffic is heavy, those shared merge lanes come to a halt.
One thing your sign picture needs is one of those "Minimum speed limit: 55 mph" signs. Especially in the midwest. It's almost ironic that in the midwest, home to speed shops and monuments to high speed driving like Indianapolis, plenty of people can be found out there going 30 in 55 mph zones.
