I've seen one of our fleet "mechanics" do this with a remote starter switch, just turning the engine over but never when the engine was running. IMO that must damage the cords in the belt by stretching it over the sides of the pulley and you should always adjust the tension on a new belt.
 
Or, "How NOT to change a fan belt". Better yet, "how to lose a finger, in record time".

Steve M said it. Don't understand why they don't pull the coil wire and crank the starter instead.

Would be a much "safer" method using a starter switch or a second person turning the key.

Reminds me as a kid, when the bicycle chain came off, without the 36 HP motor.

I did that with my serpentine belt. Who wants to take me to get the screwdriver removed from my liver?
