Actually, it doesn't take much of a wind gust to knock over a tractor and trailer, particularly if the trailer is empty. I've actually witnessed it happen twice.
 
It take an amazingly small amount to flip one over. It has more to do with surface area than it has to do with force. Also, if the unit is moving it is easier as you steering into the gust. This help create additional lean. Unless you have the space around you to steer with the gust, your going over for the most part.
 
I remember a video with a guy and a motor home, the wind flipped the motor home and the tow vehicle..

Back in the 90's I was working for a company that built aluminum domes on petroleum and wastewater tanks. One day we heard that one had blown off of a tank, and we investigated. What we found was winds strong enough to blow semi's off the road, collapse nine high-voltage transmission towers, rip the roof off the fire station, and blow an entire TRAIN off it's tracks.



We didn't feel so bad about losing the dome. Especially since it was the only one lost in a large multi-dome installation at a tank farm. And it came off in one piece and took off across the fields winding up against the side of a hotel.



All of that was in Iowa, which is supposed to be an area rated for 90 mph winds!
