I think they're pretty good.
Since Time is a news organization, I imagine that they believe a good picture tells its own story and the story of its subjects. That image still has to fulfill the technical elements of what makes a good photo, like subject, composition, light, and perspective.
So, I'm pretty damn sure that their choices have nothing to do with glamorizing the war. Whether you believe in it or not, the wars in Iraq and Afghanistan are newsworthy, and covered in person by thousands of the media of all different types from dozens of countries. They happen to take a buttload of pictures. A very small percentage of those pictures happen to end up in Time. They're used to help convey the news.
