Rear driver blinker Help

Ok i have saw many people talk about the problem with there being a short in the steering colloum, which causes the blinkers not to work and the brake lights. So i got in my trac today to go to work and i turned on my left blinker and and it starts blinking really fast so i thought the bulb was blown so i went by the part store and got a new bulb. I put it in and it did the same thing so then i moved my steering wheel up and down a few times and in the highest position the blinker works fine most of the time. so my question is how do i go about fixing this???? Is there a project on this in the project section, i looked but i saw nothing did i over look it?

Are two small resevoirs on the firewall, one on the pass side, one on the drivers side.

They contain blinker oil, you can get some at peps, aZ etc.

Would venture to say one is low on oil.:p
