Replacement PCM recommendation

Those would be a good place to start instead of flashing the pcm repeated times.

It's a 2005, no? Common issue of the cluster going crazy.
 
The cluster was just replaced and the fuel level stays below the E (not at the E). I disconnected the fuel pump and sending unit harness and connected a new one fuel pump and sending unit (not in the tank) and moved the float and nothing changed. Then I started down the path of finding the wiring diagram and found that the pcm sends a voltage ref signal to the fuel sending unit and discovered that while checking all the wires I had a high resistance coming from the pcm fuel ref signal wire (I think it was yellow and white ) anyway, that was what led me to trying to reset the pcm to see if maybe the pcm was sending an incorrect voltage or something.
