Speed control cutout switch

I am having the infamous blinking speed control light problem. I own a 2003 XLT, 117000 miles with the original switch (I believe). After looking at the project posted by ( Paul H & Todd Z) I am a bit confused. I have the black switch at the master cylinder, you say that if you have the black switch you do not need this. What is it that is not needed? The switch the jumper? Thanks for the help in advance. Mike
