steering column wiring fix

I'm trying to fix the 'tilt wheel wiring issue' that causes some of the tail lights to stop working when the wheel is tilted down. I went under the dash today and found a couple of plugs under the column but none were loose or looked tight when the wheel was tilted. After reading through more posts it sounds like the plug is under the plastic shroud and on top of the column. Is this correct? Does anyone have pics of this problem? I didn't find a project on it.

After removing the shroud, cut the tape that is holding the harness in place(two places). There is just enough slack in the harness to move the plug back in position. Then zip tie the harness in place,not too tight, it will allow the harness to move with the column rather than pulling on the plug.
 
Can't get top steering column shroud out. Any advice is appreciated. Thanks.
