I don't think the driver of the car that was shooting the video was passing. It looked like he was swerving so he didn't rear-end the van in front of him. I bet he/she had to change shorts though.

Your are right, the guy shooting the video did not know why the truck in front of him had slowed so quickly....but then he should have never been following that close that he had to pull into the oncoming traffic lane.
