Assuming everyone was legal, if you cannot find enough people to fill a job(s) then you're either not paying enough or something else is wrong. So then you pay more and/or fix other problems such that you can attract and retain good workers and charge accordingly for your service and how many customers you have is a function of free-market supply and demand and your business is either worth doing or it isn't.
Couple years ago the newspaper here did an article about a shortage of school bus drivers. They said that the job paid $6.50 an hour. Well, duh.
I have one degree in economics and I used to teach it at the college level.
I also own a maid service so I know whereof I speak, although as I mentioned I'm in a place with declining population, income, and employment. Next week I'm opening another franchise in a neighboring county so I'm not sure how smart that makes me.
I've heard before that sometimes there's a fine line between genius and idiocy.
