Joseymack, yes, it should apply to everyone.
Another year of service should NEVER mean an assumed pay increase. It just shouldn't.
You should get an increase because you increased your value to the company AND the company can afford to pay you more. If either of those things didn't happen, then there should be no expected increase.
That's the reason long ago that I stopped working for companies in which I couldn't significantly affect the bottom-line of the company and be recognized for it.
