You should have been able to find a board for around $50 that met your needs, depending on which chip set. As for what TJR said, Windows has it's own generic video drivers so it doesn't matter if the video is on-board or a separate graphics card. You should always be able to load your OS without the card's drivers.
 
TomT, I agree, the default/native VGA support of the installer should work, but I've had problems with that in the past for some cards and the way I have worked around it is to install using the onboard vid first.

Hmm. I've built about 30 computers (I build them for the workplace and for good friends) and I have never had that problem. I have had problems when I've updated video drivers, especially ATI. They are really finicky. I've also had problems adding video cards to boards that have video built-in, although it's been a while since I messed with one of them. In the old days you had to reset jumpers and bios settings. Maybe that's not the case anymore.
 
Super. I bring the PC to my parents house and the on-board doesn't seem to work either. Guess I'll be sending it back and buying something else. Sometimes I hate building new pc's but its the only way to get something I like.
